As Colorado gears up for the special session to deal with the crisis-level budget deficit, they’re also going to have to factor in the cost of new regulation – and a lot of new laws are now in effect across the Centennial State.

Here’s the list:
- House Bill 25-1010: Prohibiting Price Gouging in Sales of Necessities. Allows the government to price-fix when they declare an emergency.
- Senate Bill 25-145: Online Cancellation of Automatic Renewal Contracts. Clarity and ease in cancellations online.
- House Bill 25-1203: Misbranding Cultivated Meat Products as Meat. Must label lab meat as “cell-cultivated meat.”
- House Bill 25-1040: Adding Nuclear Energy as a Clean Energy Resource. Includes nuclear in clean energy metrics for the state.
- House Bill 25-1091: Designation of State Mushroom. Colorado will have an official state mushroom thanks to. Known as “The Emperor” mushroom, or the Agaricus julius.
- House Bill 25-1161: Labeling Gas-Fueled Stoves. Warning labels on gas stoves with information about the health and air quality impacts of using gas-fuelled stoves indoors.
- House Bill 25-1099: Communication Devices in Schools. Requires school districts to develop student cell phone policies.
- House Bill 25-1180: Prohibiting Pet Animal Sales in Public Spaces. You can no longer sell pets on the side of the road, in a parking lot or in a public market.
- House Bill 25-1207: Pet Ownership Residential Housing Structures. No insurance denials based on your dog breed.
- House Bill 25-1270: Gun Violence Prevention and Parents of Students. Gun violence prevention materials are coming home from schools this year.
- Senate Bill 25-034: Voluntary Do-Not-Sell Firearms Waiver (delayed). For people who want to voluntarily block themselves from buying a gun.
- Senate Bill 25-069: Tire Chain Traction Control Device Permit. State-issued permits for people or companies who install/remove chains on the side of the road.
- House Bill 25-1163: Free Access to State Parks for Colorado Ute Tribes. Waives entry fees for tribal members.
- Senate Bill 25-061: Federally Recognized Tribes and Construction of Laws. Tribes exempt from new state laws.
- House Bill 25-1290: Transit Worker Assault and Funding for Training. Criminalizes interfering with a transit worker on duty.
- House Bill 25-1185: Child Conceived from Sex Assault Court Proceedings. An expedited process for giving up parental rights.

New regulation often requires new bureaucracy to enforce it. That means additional state spending – a barrier for the General Assembly’s special session goal of curing the $1B deficit.
Talk about an impossible task.
