The Denver Basic Income Project released findings after providing one year of unconditional cash transfers — regular money that can be used for anything — to people experiencing homelessness.
The study found that people appreciate free money. It also found that the free money, or new income, impacted many of the program participants' existing benefit levels — an unintended, unexpected and unwelcome side effect of the program.
Some participants expressed stress about the program ending, having now become dependent on a new entitlement. The DBIP recommendation to deal with the side effects is to expand the program, increase the amounts, and detach the program’s impact from other entitlements. The thing is, by reforming entitlements and focusing on outcomes, this program could potentially pay for itself.
The case for UBI is being laid by the NGOs, and, here in Colorado, it appears we’re going to be the test kitchen (again). We should probably expect to see the findings of this qualitative study during the next legislative session.
